I could put a complaint in to the AG office on any business here in AZ and they will open a case, give the company a chance to respond, then close it. That happens everyday.
I am sure they already made a probable cause finding and made a determination that some further investigation was necessary, that's how these administrative investigations usually work.

Otherwise every municipality would have disclosures over property tax valuations or traffic stops.
