NCAA free agents can have more leverage in this regard. As you mentioned, the bulk of the deal are incentive bonuses, so a team might feel safe offering a max deal to a less than elite prospect in order to add him to the fold. The Islanders gave Anders Lee (6th round, 2009) a bigger ELC than Casey Cizikas (4th round, 2009).
For those curious about ELC performance bonuses:

Calgary gave Knight the max. $2.85M in P. Bonuses ($0.85 of Schedule A and $2M of Schedule B). Schedule B is basically out of the question, unless he is a contender for the Calder, since those bonuses are reserved for major awards. And most of Schedule A seems pretty unlikely (20 goals, 35 assists, 60 points, 0.73 PPG, top 6 in ice time, top 3 in +/-, or an All-Star game selection).

So basically, it's just a 2 year, 2-way $990,000 contract.
