Buy skates by fit, not by the size on the tag. Ideally a hockey skate should fit snug, your toe feathering the toe cap when you stand in them. When you bend your knees your toe should pull off the cap. A bit of pressure on the sides is ok. It should come out when the skate is baked. If it doesn't it is an easy fix with a punch. If the skate feels comfortable in the arch, is snug without pain, and your heel doesn't lift your are in a skate that fits. You can make a skate bigger, but you can't make a skate smaller, so don't buy a skate that is too big for you. It will negatively effect your skating and will tear up your feet.
