Bingo. As a beginner still learning edge control and how to use your edges, you want to be able to dictate where your skates should be. Through that flexibility, you learn through trial and error and through muscle memory. The stiffness of higher end and even mid end boots act as a crutch at that level, in that the boot dictates where you are because they are so unforgiving.
