Don't compare apples and oranges. North American cities have widespread suburbs, and those encompass much more people easily in their metropolitan areas. In Russia big cities tend to not have suburbs.

For example, Chicago has less than 3 million people, but if you add its immediate vicinity it has almost 10 million.
