Actually, it's not much of an exception, it's just something that is rarely used. Any player who doesn't get drafted in his draft-year can be signed in a short period between the draft and the start of the season. I'm not entirely sure how long that period actually is. If a player doesn't get signed until that period is over, he starts to become eligible for the next draft. If he doesn't get drafted in the next draft either, he again can be signed in the short signing-window before becoming draft-eligible for a third time.
