Calgary has better prospects than Toronto in 2008 but it's not by a huge gap. Toronto had more veterans with value and who could play. Calgary will be bringing up young players with no help like Edmonton, will be a long slow process.

Problem with the cap system for a team like Clagary is you have to spend to the cap floor, the UFA market is not very good plus nobody wants to sign with a bottom 5 team they know will suck for 3-4 years.
