No, they have 22 signed players and will have 23 if they bring up Rielly:
2 goalies, 8 defense, and 13 forwards ... and according to capgeek still have $1.9M in cap space after signing Kadri to try and get Franson if Rielly is not included.

The Habs have 24 signed players but Emelin will be on the LTI list so they have:
2 goalies, 8 defense, and 13 forwards but one player/skater will have to go before Emelin can come back.

(Also keep in mind that a max of only 18 skaters and 2 goalies are listed for a game.)

The team that does seem to have a problem is Ottawa with 22 players signed but only six defensemen.
