Sure there are cases when this strategy doesn't work, but I can guarantee that in a larger sample this strategy works out a lot better than the other one.

Failing to be tough isn't why the Canucks lost the 2011 Cup, failure to execute on the PP was. That PP was deadly throughout the season but fell off the map in the finals. Because the PP was so bad, Boston knew they could do whatever they wanted without repercussions.
