I wouldn't go so far as saying he's a 'smart' GM insomuch as he knows a player that will excel for him and will pay dearly to get him.

He gave St. Louis Pronger, Vancouver Bertuzzi, and Chicago Chelios, sure...but he also made too many tweaks to his roster and sent far too many talented players packing which ultimately led to each team's decline, for example, he wanted a rugged 3rd liner in Corson so he gave away one of the more promising goalies. St. Louis was never able to go far in the playoffs because of it. Every team he's GMed for, he's made a Houle-esque move.

As far as being a coach is concerned, he's like a Catholic nun waving a metre stick at students. Sometimes it gets through, often it doesn't. When he gets the proper students he can teach them accordingly.
