It's not about being strong enough but physics. If you are short, a "regular" flex stick is going to be far too stiff when it's cut down. Intermediate sticks are for shorter people because the flex is softer.

It just happens that younger teens as well as a lot of high end female athletes are short, which is why they use intermediate sticks.
I am 5' 10", not really that short, but I use an intermediate stick because of my strength, everyone's different I guess.
