Players would be less likely to dive if the refs would call obstruction penalties without a player lying on the ice. Some players dive because they want to create offense. If they can't do that because someone is grabbing them away from the puck, then they'll try to draw the powerplay and score on that.
But then you have the same problem when it comes to phantom high sticks and hard hits where players fake injuries.

I think that the bottom line is the game is a mess and needs a whole lot to fix it.
