Afterall, he'll be an expiring contract after this year...a team looking for some skill could want to take a chance on him.
If the Habs want to maximise their return on Samsonov, that's what they should do IMO.

In a perfect world, sure. Unfortunately that's all pretty irrelevant if Samsonov demands a trade. What are we going to do, force him to go out there and play?
