I did this with my old skates when I started getting lace bite. I bought some insulation stripping from the hardware store. I stuck strips of it on the inside of the tongue leaving a channel for the tendon. It comes in different widths and thicknesses, the thicker ones probably being a better choice. It also comes in different densities, the closed-cell type usually being the denser type and the better choice.
