Excellent strategy by the Habs! They wait for the Habs to have re-surfaced as a competitive team in the league before making the request.

That way, if the Québec government says no right now, they will not look good in the eyes of Québecers, many of which are Habs fans. And the fact that the Habs are a good young team on the rise will prevent the government from stalling for time in the hopes that Canadiens fans' excitement dies down.

I wonder how they approached the government...
