I think Leipold will spend as much as it takes within the parameters of his budget. When you only bring in so much money, then spending at lot more than that without somewhat of a guarantee of performance doesn't make sense (see New York Rangers for example).

If a very talented proven superstar in his late 20s, early 30s was available AND WANTED to be here, I think they would pay more than they have in the past.

It doesn't matter how much you offer a player if his motivation is to be a Cup contender and you don't have the team to be in the playoffs.
