Ontario Hockey League Rules concerning 16 year olds.you can carry a max.of 4 as long as 1 is a goaltender.most teams don't do this because of the players inexperience at that age.

OHL Member Teams are permitted to dress and play a maximum of three(3) 16 year old skaters selected in
the OHL Priority Selection. Those 16 year old skaters that are allowed to dress and play are the first two(2)
16 year old skaters selected and/or those 16 year old skaters selected in the first two rounds of the OHL
Priority Selection, and an additional 16 year old skater selected in any round of the OHL Priority Selection.
All other 16-year-old players selected are eligible to be called up as an “affiliated player” or “floating affiliate
player” and rotated into the line-up for a maximum of 10 games between the period of October 15 and the
conclusion of the World Junior Hockey Championships or for any OHL regular season or playoff games
when such player’s team has been eliminated from competition for that season.
OHL Member Teams are allowed to dress and play 16 year old goaltenders selected in the OHL Priority
Selection and would not be included in the three(3) 16 year old players that an OHL Member Team may otherwise
dress and play.
