Experts definitely don't use Dreamweaver very often.
I know a good website builder - he's me. If you want a good website, hire someone. If you don't want to pay for the work, I suggest learning HTML + CSS (it's pretty easy), Photoshop (that's a fair bit harder) and then use Dreamweaver, it's made for beginners.
Not trying to discourage you, but it's really annoying to see people willing to pay for a "drag and drop" solution, over paying for the work of skilled people.
If you still want an out-of-the-box solution, you can depending on what you want. If you want a blog you can install Wordpress to your server and download one of the 10 000 free themes (a "theme" is actually an entire design). Other CMS's like Joomla or Drupal also have many users who've made free themes (aka templates) so if you are willing to install this software it's pretty simple to grab a theme and install it. There are 1 000s of tutorials out there on how to accomplish this, I imagine anyone with more time than money ought to go this route.
