If you read the article, the last part is about the officer saying that S-KOS was a good driver, and about how he didn't argue or anything, even if he was upset. He said that if there were more on the roads like him, the job would be easier for the traffic control cops.

You'd be surprised at the kind of cars you see in Eastern Europe. I lived in Riga for 3 months a couple of years ago and the cars driving around downtown were way nicer than the ones you see in Canada. Bentleys, Maybachs, Land Rovers are all over the place. Benzs, Beamers and Audis are a dime a dozen, people like to show they have money over there, even when they don't. Plus there is a lot of Russian money, oil and the not so legal kind funneling into eastern Europe.
