Question about Protected List

Since Reading will be getting a new Coach/GM i was wondering the whole list of players that were listed on the protected list when all the teams rosters were announced...

My question is could a coach/GM turn around and say this is my team i dont want those players and start the team over from scratch?

No, the are protected by the team and not the coach. The Royals hold their rights not Taylor. However, if they weren't offered qualifying offers, they are now free agents and can be signed by the Reign

once they are protected by the team, they must either be signed or released. the rules are different for veterans. it is all described in each eagues CBA.

No need to release them. If you don't offer them QOs, they are no longer protected and can be signed by anyone. So if you get hired, look at a teams protected list (before QOs) you can decide to offer some of those guys QOs, even if you just plan on keeping their rights, and bring in your own guys.
