I voted for Segal as I thought his upside vastly outweighs Pivko's NHL-readiness.

Perhaps some guidelines for voting should've been set up at the beginning

well, what are the guidelines HF uses in their rankings?

HF's rankings don't apply to Pred's players - all Preds prospects are rated 5 regardless of draft position and/or skill level.

HF guidelines are rather odd. They don't necessarily rank a player on probability of becoming a star or good NHL player. They rank them based on upside. But that's a flawed viewpoint because A: not every team page does that and B: Should a boom or bust prospect who'll likely bust, but if he doesn't he'll be a top player be better than a Chipchura type? In HF's system, he often is.
