Who are all the teams that are under/over the cap right now? Anaheim, Philly, and Washington are over, and Atlanta and LA are under I'm pretty sure. Who else?

According to NHLscap

The Ducks, Flames, Hawks, Flyers, Sharks and Caps are over the cap.

The Kings and thrashers are under the floor.

He counts until he doesn't pass the physical. Is the physical before or after the date the NHL says teams have to be under?

And then he'll continue to count, the Flyers will just be allowed to exceed the cap by his salary.

What is the point of the rule being like this? Wouldn't it be a lot less confusing and end up with the same result, if he was just not counted?

A team can place a player on the LTIR but his salry still counts. The team is allowed to replace his salary while he is the LTIR but the LTIR is meant for players that will eventually return. If they are never expected to return then they are considered retired and if they are over 35 their salary/contract still counts against the cap. Philly is only extending their ability to go over the cap but once the guys come off the LTIR they will have to move players to get under. They are ok for now but will have to comply later in the season.

Flyers (Hatcher to LTIR), Flames(Warrener or Eriksson and Nilson to waivers), and Kings (rookie bonuses) will all have their problems fixed by the time the season starts, and the Caps (Pothier, possibly Clark to LTIR) will also be under the, erm, cap.

The Sharks aren't over by much but may have to move some salary to free up some wiggle room in case of injuries.

The Ducks will need to move Schneider and possibly Marchant (good luck with that one) to put themselves comfortably under the cap.

The Hawks are still trying to trade Khabibulin which would put them back under.

The Thrashers are something like $2M under the floor so they can just put Valabik on the roster and sign a $1.5M free agent (Malik?) and be set. Or can they just load up contracts with bonuses like LA?

NHLnumbers has the Kings, Coyotes, and Thrashers below the floor. The Coyotes and Thrashers are easily within striking distance though so it won't be a problem for them.

LA is well below the cap, but has a ton of RFAs to sign.

For the Caps, Pothier is going on LTIR, no question there. The only way they then would be "over" is if Alzner makes the team. Don't expect them to make any moves until camp, though, because it is yet to be determined who exactly might be moved (do Fehr and Fleischmann make Kozlov expendable? Is Alzner really worth the trouble of moving salary around at this point? How healthy is Clark really? etc).

Those rookie bonuses come off if they're not hit. What do the Kings do come July when they have to retroactively spend $2m?

Phoenix is over $40.7 million, no problem - and they still have 1-2 roster spots to fill [which will likely be done from within].

Actually there is a difference. If a player makes $5 million/year for example and is replaced by a player making only $3 million then the $3 million replacement counts as a $5 million against the cap (the cap figure of the injured player). So there is a $2 million difference between the two scenarios.
