Is there a difference between the two on a concrete surface?

Same as before. One's sticky on both sides and one's not. I would not recommend friction tape on concrete- It'll stick.

if you wanna use friction tape on concrete, don't tape the entire blade as if you were playing ice hockey. rip a couple strips and find out where the middle of the ball makes contact with the blade and tape horizontally along that line. you don't mark up the surface by doing that and you get the friction and control on the ball where you want it.
