CIS try-outs

Do CIS teams recruit all of their players? or can a player make the team as a walk-on?
How common is it for un-recruited players to make the team?

In theory CIS Schools are supposed to have open try-outs.
However virtually every program recruits Major Junoir heavily looking for graduated 20 year-olds as well as "tier two"...a.k.a. what is now known as Junior "A".
The chances of a guy who hasn't played two or three years of Junior walking on and make a CIS team are pretty rare.
