Why would he be headed to Manchester?

A.) He's a free agent
B.) the AHL has a maximum NHL games played requirement (I think it is something like only players that are either signed to an AHL team directly or signed to a 2-way contract and played less than 55 NHL games can play in the AHL this season).

Actually they had to "officially" scrap the whole games played thing and what not. Apparently they were advised it might bring-up "COLLUSION" issues between the AHL and NHL. Any NHL player is free to sign with ANY AHL team regardless of affiliation while NHL contracts are "suspended"... Now, getting the Vets past the Union, that's a whole nother story.... Is Carter free to sign with the Monarchs or any other AHL team, You bet! Is it going to happen? Not likely, if they sign all these guys to AHL deals, who's locked out?
