No thats not it at all. The teams would have a general idea, non playoff teams pick 1-14 and playoff teams 15-30. That would be all they know ahead of time. They would have to decide if they wanted to wait and take a chance on where their ball is picked or try to obtain the player they wanted by trading with a team as the balls are picked.
