I can believe that, but anything is better than an arrangement where all along the infield lines, the people in the lower seats can't view even 50% of the ice surface, and the people in the outfield are so far away that they can't see numbers of players, the puck, etc. Granted nosebleeds in a football stadium would probably suck but in a modern field like Heinz they should be as good as a nosebleed is going to get (in any stadium).
Solution? Make the ice the entire size of the field and let the entire bench play all at once!!!
