Your translation of the bolded part: "...
that the negotiation have went very well and will likely lead to a deal before July 1st..."
I would translate it that way: "...
negotiations went well and may lead to a deal before July 1st..."
Obviously English is not my first language but, to me, "
will likely lead to" implies that a deal before July 1st is the most probable scenario. It is not what Curran or the journalist mentioned: "
pourraient bien mener à" = "
may lead to". It’s one of the possible outcomes; not the most probable.
The way I read it, Curran mentioned: maybe a deal will be signed before July 1st, maybe after.
Long story short: they are saying all the right things (keep all doors open) but there still is no signing.
