Is the max number of spots you can move up 4 if you win the lottery?

THE DRAFT LOTTERY - HOW IT WORKS
The lottery (the NHL refers to it as the Draft Drawing) involves the picks from clubs that don't make the current season's Stanley Cup Playoffs, or clubs that acquired the first-round picks of those non-playoff clubs. The lottery result does not affect the draft order for the remainder of the first round and rounds two through seven.
The club selected in the lottery may not move up more than four positions in the draft order. Thus the only clubs with the opportunity to receive the 1st overall selection are the five clubs with the lowest regular-season point totals (or clubs that acquired those clubs' first-round drafting positions). No club can move down more than one position as a result of the lottery. Under the weighted lottery system, the club with the fewest regular-season points will have the greatest chance (25%) of winning the lottery and will pick no lower than second at the Entry Draft.
Fourteen balls, numbered 1-14, are placed in a lottery machine and four are drawn, forming a series of numbers. A probability chart, created by Bortz & Company, divides the possible combinations among the 14 participating clubs. The four-digit series that results from the balls drawn are be compared to the probability chart to determine the team to which that combination has been assigned.
The percentage chance of being selected in the lottery is as follows, based on team finish:
There are 1,001 numerical combinations possible, with one combination eliminated to make the odds fair; if the eliminated combination is drawn (a 0.1% probability), the drawing is immediately re-done.
Okay, just for fun, let's say that the Wild finish #7 overall and let's just say for argument's sake they win the lottery and move up 4 spots to #3 overall...do we take Cam Fowler or try to trade down? (Just love being hypothetical)
I think that the lottery is actually a pretty good system, it seems pretty fair. I think that we will draft an impact forward.

Trade down to around 5 or 6, try to add a 2nd or 3rd rounder in THIS YEAR'S draft or a forward prospect
I just don't think that we could justify taking another defenseman

I don't think we can either other than the fact that he's supposed to be really, really good. It's pretty much been set in stone that it will go Hall, Seguin, Fowler. I've pretty much only seen him play at the WJC and he looked good. I think we can take him only as a trading chip for one of our other prospects, but I think with #3 overall, you'd have to take BPA.
That being said, it would nice if we could trade down and acquire some more picks, maybe even 2 in the 1st round or another prospect. I'd love to see that happen.

I like Fowler, Gudbranson & Gormley. Which one goes #3 might come down to GM/scout preference. I think Tarasenko would be too risky there, but he seems to be the best prospect of the 2nd tier forwards.

I'm kind of nervous of taking Tarasenko because of the KHL factor, we cannot afford to pick wrongly here. We need someone who doesn't necessarily have to make the team next year, but they need to be able to have a significant impact in 2 years or so. We need it so badly since we have no high end forward prospects coming up.
I don't think Boston has a need to do that since their pick via Toronto will be pretty high. Two picks in roughly the first half of the round isn't worth messing with.
Also, their 2010 first, 2010 2nd & 2011 first is an awful lot to give up to move up 6 spots in a deep draft.
I think that we could probably trade down and possibly pick up a 2nd rounder this year. I think we should keep our pick though since we already have 2 picks available in the 2nd round this year.
i think we will take either granlund or kabanov, there are a few big name russians in the top ten so i honestly wouldnt be suprised if we drafted a russian, plus we have a new GM you cannot take old practice at drafting into perspective. I trust that fletcher will pick the best player available, plus maybe a russian will make kalus start playing up to potential

Yes, but if we are up and Nino is there, I'd be very angry if he were not taken, but that's because we don't know if Tarasenko will even come over here to play, and Kabanov has some character issues so I want to shy away from them Russians even though they are good.
I don't want a Russian in the 1st round. I'm on the Nino bandwagon and have been since December. I also like Skinner but admit that may be a reach where we will be. And who knows about Granlund, he's tearing up a Men's league, something no other Finnish player has done at that age. I and many were not impressed with his WJC but he didn't have a supporting cast at all. I just thought he was small and played to the level of his team...but what do I know. 4-6 weeks and I'll be studying all of the draft guides and trying to find clips online so the draft should be fun!

I'm going to try and put together a post of players that we could be targeting in the draft, but I'm mostly waiting to see where we actually end up on draft day. I'm hoping for #7.
