I would like to see the Ottawa Senators propose a move to Kansas City or another American city just to see Bettman's reaction to it.... It is an interesting proposition however the person doing it (Whether its Melnyk or some newspaper reporter) would be likely vilified for a while. It's not like April Fools jokes haven't been pulled before in the press that had completely fooled people (Gretzky to the Leafs is probably one of the better known ones).
The Oilers or the Senators could work in that situation. The history thing would not hinder an Oilers move (it might actually tug on people's emotions some more, which I don't know if that is a good thing) as they were minutes from moving to Houston in the 1990s (IIRC).
Obviously Montreal and Toronto with their histories, the largest fanbases in the NHL, Canada's two largest cities, and the two cities in Canada with the largest corporate support would not be believed. Vancouver and Calgary would be more believable but seeing as how Vancouver now has a respectable population (2.1 million) and respectable corporate support, I don't see that being too believable. Calgary more believable than Vancouver but Calgary's also probably got greater potential than Vancouver in terms of long term revenue (debatable). It's quickly becoming western Canada's economic capital, mainly due to the oil sands.
