I'm using a plug in called "Topaz Adjust 4" and messing around with the contrasts until I get it right. Then I just use a scratch brush and place scratches around randomly

Richie is easy Theres actually quite a few floating around out there that I didnt make... Here's a quick one I did already:

It's really a surprisingly easy plug-in to use but it costs about $50 (I got it free from work thankfully!) But I really like how it works. Sort of gives real images a "painting" kind of feel.

Here is Jimmy Howard I just did standalone:
