I just think that if they get accepted into the league as a club currently stationed in Poprad, being/not being a member of SIHF, they could play their games in the Czech Rep. without being a member of the CIHA.
I even remember them saying that they want to do it this way if the CIHA refuses to give them permission:
Move to Slovakia, register there, be accepted into KHL BUT!!! play in Hradec's arena and have only a few games during the season in Slovakia.

So the main issue is – do they need the permission of CIHA or the Czech government to play games on the territory of the Czech Rep. if they are not a member of CIHA. What would KHL and SIHF think of this?

Edit: NHL teams also play their regular season games on territories of foreign states, even on a different continent! So the main thing is whether it's a big difference from a juridical point of view to play 1 or 2 regular season games in a foreign country or to play most of your regular season games there.
No, they dont need any permission. It was only condition of KHL.

And I dont think it will be possible to move them to CZE before end of the season, if KHL will want permission of CIHA. Negotiating will probably take some amount of time.

How about the club's management says during the season something along the lines "Although we played a couple of games in Poprad Arena, the arena is no longer available for the rest of the season, we have to play elsewhere".
The reason the arena is no longer avalable could be fabricated. After that what would happen? Would KHL force them to find another suitable arena for the rest of the season on the territory of Slovakia or would they be able to find an arena outside of the country? If the second option is the case then they could possibly play in Hradec. If KHL doesn't insist on the approval of CIHA that is.

Anything can happen in this case. But I'm not expecting that. KHL probably wants consent of CIHA and will sign some agreement with them sooner or later. Until then the club will stay in Poprad. This is my prediction.

They can try to force them, but Lev isn´t gonna find anything of that sorts other than Poprad. Considering that you need an international airport nearby, the only two other choices would be Bratislava and Košice and if we forget the fact that the Bratislava arena won´t be finished for a few more months, there is no way that Slovan Bratislava or HC Košice would allow a KHL team to play in their arena for many reasons including those that they both have their plans to play either in the KHL or an European league one day. IMO having Lev in your home arena could very well destroy HK Poprad and nor Slovan or Košice are as stupid as that. Other than that for the most part you´r enot getting anywhere further from the other Slovak airports than to the Czech republic.
