There's no shootout if Boucher could make saves.
The Caps fourth goal should have been stopped, but I disagree about their third (I'm assuming those were the two "terrible goals" you refer to). The third goal came about because of a point blank shot from the slot, can't fault him for allowing a rebound there, especially since he actually directed it to the side of the net. Then the Cap who was there got 3 free whacks at it before scoring. Maybe you want your starter to come up with a save there, but when its your backup... help the guy out.
