It couldn't be imploded because of the closeness to the subway stop.

Edit: I re-read what you meant -- permits and zoning issues needed approval.

Yeah, I mean the WFC opened in '96 why did it take so long?

I understand there was other teams that used it, but couldn't they have played in the WFC all this time.

There were issues relating to acquiring the proper permits, zoning issues, typical stuff that a construction company needs in these instances. Likely other factors, too, but that was a large reason.

Now it seems that was ceremonial only. Probably for purposes of TV stations to get footage or newspapers to show a photo. Barkann said "other means" to take it down.

I came across some quotes from Luukko (September, 2010 I think):
  • “The paperwork should be finished this week. We will begin the demolition during the first week of November.”
  • “You can’t just implode it like you did the Vet because of the way it’s built,” Luukko said.
  • “The Vet had all those columns, so all you had to do for that was strap some dynamite to each column and watch it collapse on itself.
  • “The Spectrum would have to be blown up in pieces, and that doesn’t make any sense, so we’re going to just take a wrecking ball to it.”
  • “We’ll start by gutting it from the inside. Then, sometime in December, when it’s just a shell, we’ll have a little ceremony and we’ll take down the exterior with the wrecking ball.”

Also, the demolition process could take a month.
