Non-roster player??

Does anybody know what it means when the player is considered a non-roster player.
The Kings announced there 23 man roster and listed Allison and Deadmarsh as non-roster players oppose to putting them on IR

I think I'm close, but here goes....since they didn't participate in any training camp games, they're considered to have not taken part in training camp - so they're "non-roster" players. The only other way to get this is by permission of the league office.
