Well, I'm not saying teams don't try to out-shoot the other team. In general the averages are very close per game, but that's also just shots on goal of course (better teams are going to hit the net anyways).
And I agree that scoring chances aren't the best, but it's also unofficial. It would be a better number to use if it was defined.
