Yesss, a pan and oil can make some okay fries if you have no other option, but a true fryer is the only way to go.
Those counter-top deep-fryers are garbage they just saturate the fries in oil. Yuk.
My old roommate had one and I always came home drunk and cut up some potatoes into french fry shapes and tossed them in. I don't know how well it worked but to me they were the most delicious things ever.
