He re-upped in the KHL for 2 more years. So we have his rights, but he's not really "available".
You are remembering (correctly) how terrible he was in Halifax and in the Q in general after he was drafted 61 (2nd round) by Colorado in the 2008 draft. However, he also battled injuries during those years so this is the first real year where he has been relatively injury free. The results were .928 in 28 games in the ECHL and .933 in two games in the AHL - numbers more representative of a 2nd round draft choice. In any case, he can't be worse than Robert Mayer. Hopefully, the Habs will resign Drew McIntyre to a have a ready 3rd string backup.

I think they are signing him to battle Mayer for the #2 job. They'll probably sign MacIntyre or a comparable guy with NHL experience as the #1.
