Nashville's problem is that Weber doesn't want to be locked in long-term on a team that has no intention of spending more money regardless of how many games the current team wins. I'd be willing to bet if they were already at the cap floor after signing Gagne and some other forward, even on short term deals that Weber would have signed something by now.
He doesn't want to find himself on an 8 seed Preds team for the 5-8 years while Suter leaves next year, joins the Red Wings to replace Lidstrom and plays for Stanley Cups while he deals with a series of 23-27 year old replacements.
Nashville probably should have traded Suter like Minnesota did Burns for young forward talent that they'd control for multiple years and tried to sell that to Weber as a way to improve their roster since they have multiple young d-men on their way up.
