So it looks like the arbitrator awarded Shea Weber 3+ million more than the preds were looking to pay. If the pred's aren't or can't pay out that much to him and look into moving him how about.
You've misunderstood the arbitration process. The sub $5M is the amount submitted to the arbiter and doesn't necessarily relate to negotiations with Weber. Rumors have pointed to Poile offering a $7M/yr for 5 years deal. $7.5M would hardly break the bank. The issue doesn't appear to be money but rather the deal term.

Tangradi is a future top 6 winger and with Kunitz, Neal, Sullivan and Tangradi being free agents after this year, we may decide to give Tangradi a spot.
Nashville also says no because Weber is their captain and franchise defenseman. Also, Martin, Letestu and Tangradi are not enough for Weber. Basically Pittsburgh would have to give up players they don't want to give up for Weber.

I though both sides going into negotiations with a new number presented to the play one from the organization and one from the player and his agent and the arbiter looks at both cases / $$$ numbers and takes into account the play / health etc. of the player and makes a "fair" ruling that both parties accept before heading into arbitration?!

I think he means the organization didn't seriously think 4.5M was a fair number. They just submitted that to the arbiter and hoped that when the arbiter met in the middle of the two numbers presented, it would still be a favorable number for Nashville.

I'd have to defer to someone more familiar than I on the process, but I don't think that's how it happens. To my understanding, there doesn't have to be, and often isn't, any relation between the amount submitted to the arbiter and the actual salary figures discussed in negotiations.
Thinking about it realistically, how would Poile ever think that less than $5M is fair? If he's truly offering a modest, almost cost of living adjustment increase to Weber, he's got no interest in maintaining the relationship beyond the RFA period.

lol good deal. sometimes people take debating too far and i dont like the feeling of rudeness towards another. I got an infraction yesterday for getting in a heated argument but me and the other guy talked it out through messages. Feels a lot better.

He's saying that before the case went to arbitration, Nashville was never seriously trying to get Weber to agree to 4.5M, that's just the number they threw out to the arbiter.
