I'm pretty sure it works both ways, up & down. The concept of the 50% salary penalty is to prevent abuse of the waiver wire to shed salary. That's why NJ just didn't waive players to get under the cap for example.

Again I'm fairly certain it only works on the way back up because Lou himself mentioned waiving players as an option to get under the cap when asked about how he'll trim his payroll.

Right now I can't get the NHL's website to even load up without freezing up so I'm unable to check their FAQs and whatnot.

You are correct it seems. The 50% thing only applies to callups.

I guess Brad Ference has been placed on waivers by PHX. I'd feel much more comfortable with him in the lineup than Ledba or Rivers.
Big guy who only makes 600K and is still relatively young.

Agreed on Lebda.
I like to see Rivers level people though... thats fun. The rest of his game has limitations though.

Alright...whats the whole Elmore joke I am missing? I have seen three people make that reference and I can't help but think a great joke is going over my head.

Briefly,
His mom named him Andy Delmore, but hockey fans call him Any Elmore because he has no 'D'. Last year, the German fans called him Any Elmre because he lost the 'O' also.
