Is this legal?

Let's suppose Paul Holmgren wanted to get rid of a high priced player like
Scott Hartnell. And in this case Scotty waived his NTC. Now lets say
Ottawa wanted Scotty, but said no thanks to his contract because they
are small market and do not want to go above a certain amount in total
salaries, i.e. barely above the lowest allowable team cap. Are the Flyers
allowed to trade Hartnell + $16,000,000.00 in cash we owe Scotty for whatever
we get in return? This way they get Scotty, of course they have a salary
cap added, but teams like Ottawa they so far below the max salary cap
that this would be drop in a bucket for them. But they do not have to
pay a dime out of there own pocket for Scotty's yearly salary. And they
get a guy they sorely need. And we get in return a few draft picks or maybe
a player or two, whatever. And we lower our salary cap. ComCast can more
than afford this if they wanted to go this route. So is this legal under the current agreement. I know 10, 20 years ago this happened all the time. Just curious.

No, with the new CBA, trades including money are not allowed
And what the hell? 16m for Hartnell?
Wasnt it like 15m for one of Lindros or Gretzky?

I'm pretty sure the CBA disallows any transactions between teams involving currency.

That would fall under "Circumventions" in the CBA and disallowed.

I think it it were allowed to happen it wouldn't really help, since you'd assume whatever portion of Hartnell's contract the Flyers paid would count against the Flyers cap.

Isn't that why Dallas is still paying the freight on Sean Avery?

They are paying half of Avery's contract because he was claimed through re-entry waivers
