They were both muting their mics because they were cracking the **** up over their jokes about the ref's whistle. Jim was like "the pea in his whistle was not working, had to get it loose" and Bob was like "a lot of us have had that trouble before" and then Fox was like "we've had a lot of malfunctions..." then they just lost it and couldn't continue. Fox was obviously cracking up behind the scenes and then it spread to Miller. lol.
