I voted yes. If you don't want to count my vote because I'm not participating that is fine. I hope it is not the deciding vote, though... this is pretty close!

yes, but making a trade so lopsided that it gets vetoed and wastes even more of everyone's time, should be considered an even more egregious offense.

I know I traded once OTC (although I thought it was for a noble cause), so I may not be the best to speak, but since when trading OTC picks has become permitted?

because it is impossible to stop (just negotiate your deal, make the pick for your trading partner and immediately make the trade, involving the player you just picked), so instead of trying to stop it we just instituted a penalty for doing it.

This rule still isn't in effect, despite the lopsided total among those who actually voted. Needs the approval of the majority of teams to change a rule mid draft, and so far only 16 active GMs have voted yes.

If we have more than 16 ( not counting GMs that aren't participating to be really fair ) then yes the rule should be applied as soon as we have 17 active GM votes.

Looks like GMs from 17 unique teams voted for this rule.

It will be in effect for the rest of the draft starting now.

Remember, this penalty only affects vetoed on-the clock trades.

Hopefully it will never have to be used.
