Very difficult to compare this 2 different levels and 2 different countries in Ice Hockey like Italy and Sweden.
Serie B, now Serie A2 (Italy2) could be compared to the lower team in Division 1. In Serie A2 often you have a good 1st line (also thanks to the imports players) but starting from the 2nd line the level collapse. With a good goalie and a decent second line you could win the tournament but you're not sure to be admitted to the Serie A. Last season Pontebba won the serie A2 but I'm not so sure that those roster could remain in Division 1 without a relegation in Division 2. In fact this summer they're changing the 80% of the roster in order to be part of the Serie A. They confirm only 4 players actually included Swedish center
