Does a team have to have a healthy scratch?

yes and no....depends on how many players are on a roster at the time. you dress 20 players per game. you usually dress 12 forwards, 6 defesenmen and 2 goalies. all depends on who is up with the team at any given time and that usually depends on how many injuries a team has and so forth.

As AZSIOUX said, yes and no.

The minimum roster a team can have on game day is 20 (2G, 18 skaters). Nothing says that teams must carry the full 23 man rosters, as well nothing says it has to be 6 defensemen and 12 forwards, as it could be any combo of 18 skaters. You can't dress more than 20 players though.
