His point is likely that Pacioretty can score 40 goals in the NHL.
Pointing out how many goals he has this season would be better a way to make this point than referencing a hot streak. Seasons are made up of hot and cold streaks.
I highly doubt it; I think in reality he may become a consistent 25-30 goal scorer over the course of his career. I think now he benefits from the "good player on a bad team syndrome" and that has artificially enhanced his statistics a bit. He has been hot too.
Got a few lucky goals lately, but plays on an unimaginative PP where he barely touches the puck. He could very well score 40 a couple times in his career, but he'd need an coach that rewards offensive play and Yakupov for it to happen.

Good player on bad team syndrome is largely a matter of getting powerplay minutes one wouldn't get elsewhere. Or getting points on a team that don't play defense which can hardly describe Montreal.
he's not a player we would think he could get 40 goals. superstars can score 40 goals. But when you look that he's been playing on a terrible team, already has 30 and is only 23 years old, I can't believe there's not room for improvment
The moment hockey stopped being life and death, the better he got. As bad as the Chara incident was, I strongly believe it made him a better person and a better hockey player.

Masterston trophy this year is basically a lock.
I work at the Montreal General Hospital, and the posters for the Max Pacioretty Foundation are posted near several main elevators. Always brings a smile to my face. Good for him.

He is putting up a Vrbata stat sheet. Damn near identical. Not a bad thing though
As for the question, he can. I personally don't think he will (or he will do it once or twice), but he will definitely be a consistent 30 goal scorer and those do not grow on trees.
