Edmonton is not spending enough on player salaries like those other teams.

I don't hate the idea but seems like there are way too many complications to make it work properly. Mainly the discrepancy in number of games played once mathematically eliminated.

This year CLB could play 15 games after being eliminated, where bubble teams like WPG/BUF or LA/SJ/CGY could only play 2 or 3, or even be eliminated in the last game of the season.

That's part of the point.

Right now CLB will gets 1st overall pick and the bubble teams will pick 13-18th. That would remain the same in the proposed system.

The major difference is tanking is not rewarded.

The relevance of the remaining games of the season for non-playoff teams is to win to earn the highest draft pick.

Meanwhile, the teams that will have one or two games following elimination means the teams are still in the playoff race with 80 or 81 games already played. Teams in this position want to win. The one or two games to play are still relevant to win.
