Just stating my opinion on if there actually isn't a suspension, not so much his comment.
I agree .... it'd be looney tunes if he walks away with another fine. Every league meeting this year I can think of resulted in either a fine or a suspension. No player this season, having already received a fine in 2011-12, walked away from a 2nd meeting without missing some games.
I want to say it's safe to assume he'll sit, but you're right in having some doubt in this league's ability to function in a reasonable manner.

I don't remember if the question was asked here or another thread, but I think this statement makes it pretty clear Gaglardi and Doan aren't going to have any issues running a WHL team together.
That statement even makes me regret hopping Doan faces clean, on-ice justice by way of a fight next season. I still say players policing themselves is important, but this clearly isn't a guy that needs a reminder he screwed up or that those actions won't fly against Dallas players. Unlike Tootoo needing seem old fashioned, clean hockey justice after the Robidas fiasco several years ago.
