Haha. It's always funny how a story will be spun to sound more interesting or sensational. In this case, the man wasn't cited for the cat's sake, but because he was shouting loudly enough for his neighbors to be bothered; i.e. he was "disturbing the peace." Also, he was cited only because he'd received previous warnings about it. Sure, it's a lot funnier to make the story about the cat, though, I agree.
